Clicking on the mozilla icon in the dock, in the case that mozilla is running
but there are no navigator windows open, should cause mozilla to open a new
navigator window.
If this is a contentious Apple/UI issue, then there should at least be an option
to make it do this (like Mail, IE 5.1, etc do).
Reproducible: Always
Steps to Reproduce:
1. Launch Mozilla
2. Close all Mozilla windows
3. Click the mozilla icon in the dock
Actual Results: nothing
Expected Results: new navigator window
