The "transferrred" number in Download Manager is sometimes wrong. This is build 2002032008. For example, I have a line in my download manager that says: 01.mp3 Finished 0KB of 0KB Yet, 'ls -l 01.mp3' says: -rw-r--r-- 1 sharding 10 323372 Mar 20 09:55 01.mp3 Odd...
Confirmed on W2K 2002032603. I see '0KB of 0KB' for *all* the files I have finished downloading.

It also claims that the file has been completely transferred, when only part of it made it. For example, an OpenOffice download (5/1/02 build, win2k) claimed 50 MB and said Finished when only 30 MB had been transferred.
