For l10n index routing on a per-locale basis, I have desires to allow up to every-locale-we-repack-with to be present on a single task. This is in support of Bug 1301495 plans. Short term I'm ignoring that amount of indexing (would currently equate to ~125 indexes) and only doing the chunked l10n, but I also have desires to add indexes for the proper route (which includes `nightly` and would add ~4 indexes per locale) So the real max for nightlies I'd need in such a case is ~55. Though we are bumpting to 25 in Bug 1323792
