Spec change to support this was agreed to, but hasn't landed in the spec yet. https://github.com/w3c/webrtc-pc/issues/729 We agreed to add new fields for the timestamps in the RTCP itself. This will allow us to know if the local and remote timestamps can be compared for things like packetsSent > packetsReceived.
