[RTL] Right click menus should appear on the left of the cursor for RTL builds

Right clicking on RTL builds
On all builds (RTL and LTR alike), right clicking anywhere results in the menu to appear on the right side of the cursor.
This should be changed for RTL builds so the menu would appear on the left of the cursor (of course with the exception of when the cursor appears on the monitor's left side)
See screenshot taken on RTL build, when I right clicked in the middle of the UI (imagine the red dot is the cursor itself. Windows removes the cursor when printscreening)
