When hovered element hides and shows again, sometimes it doesn't look hovered again

STR_1:
 1. Open new window. Open url [1] in a new tab (2nd). Open url [1] in a new selected tab (3rd).
 2. Switch to fullscreen mode (F11)
 3. Open bookmarks sidebar (Ctrl+B)
 4. Hover mouse over the top 1px of the screen, and over the 2nd tab (at the same time)
 5. Press Escape once.  (If you didn't notice the bug, keep pressing Escape once per second)
AR:  Step 5 - 2nd tab blinks (as if it lost "hovered" appearance for 0.1s), then looks hovered again


STR_2:  (difference in steps 1,5)
 1. Open new window. Open new tab page in a new tab (2nd). Open url [1] in a new selected tab (3rd).
 2. Switch to fullscreen mode (F11)
 3. Open bookmarks sidebar (Ctrl+B)
 4. Hover mouse over the top 1px of the screen, and over the 2nd tab (at the same time)
 5. Press Escape once.
AR:  Step 5 - 2nd tab doesn't look hovered anymore

 X) In both cases element under mouse pointer should look hovered
 Y) In both cases element under mouse pointer should look NOT hovered

I could only reproduce STR_1 on the latest Firefox release and the latest Nightly. In my case the hovered tab always blinks and it never lost the hovered effect as described in STR_2.
