>>> My Info: Win7_64, Nightly 49, 32bit, ID 20160526082509 STR_1: 1. Open http://www.rp-online.de/ in a new tab (Tab_1) 2. Press Ctrl+Shift+C, then immediately open new tab (Ctrl+T) 3. Wait until inspector fully loads in Tab_1, then switch to Tab_1 AR: Element picker isn't active. Can't inspect elements on page ER: Element picker should be active, because I pressed Ctrl+Shift+C (!)

Using your STRs, when going back to Tab 1, the picker is no longer active. But the inspector is still able to inspect elements, pressing ctrl+shift+c again will start the element picker. I don't see how changing this behavior would improve a real usage scenario for the inspector. I would expect the user to stay on the same tab after triggering the element picker.
