>>>   My Info:   Win7_64, Nightly 52, 32bit, ID 20161001030430 (2016-10-01)
STR_1:
1. Open http://example.org/a in a new tab
2. Press Ctrl+"=" once to increase zoom level
3. Navigate to http://example.org/b in that tab
4. Press Ctrl+"=" once to increase zoom level

AR: Step 2, Step 4 (esp.) - Zoom indicator in location bar performs distracting animation
ER: At least one of X,Y,Z,T. X is the best option for user, as no_other_button performs animation.
 X) Zoom indicator in urlbar shouldn't be animated, just like zoom level (or any other) toolbarbutton
 Y) No animation if I change zoom level from A to B (where A != 100% and B != 100%)
 Z) No animation if I navigated from one site with zoom level != 100% to another site
with zoom level != 100%, and then changed zoom level (Step 4)
 T) No animation if I just navigated from one page on a site to another (Step 4)
I'm pretty much aware that WOW THERE IS A ZOOM BUTTON after Step 2. No need to alert me.

STR_2:
1. Open http://example.org/a in a new tab
2. Press Ctrl+"=" once to increase zoom level
3. Execute in web console "history.pushState("b","b","b")" w/o outer quotes
4. Press Ctrl+"=" once to increase zoom level

AR: Step 2 - animation (not perfect, read (X) above). Step 4 - no animation (good).
STR_2 looks the same way as STR_1 for normal user, assuming web page performs Step 3.
Which makes ANIMATION behavior completely illogical (compare result of Step 4 in STR_2 and STR_1)

STR_3:
1. Open http://example.org/a in a new tab
2. Press Ctrl+"=" once to increase zoom level
3. Open new tab
4. Navigate to http://example.org/a in that tab

AR: Step 2 - zoom indicator appears with animation. Step 4 - zoom indicator appears w/o animation.
ER: Zoom indicator should be consistent and appear without animation in both cases.

Notes:
1) I was going to file this as "UNCONFIRMED", but STR_2 convinced me. Status can be changed anyway.
2) If its purpose isn't "create as much twitching in background as possible", please explain the logic
It's not clear why I, as a user, have to learn CSS/inspect XUL to remove distracting flying objects

Redirecting to dolske as I think he's working on a potential plan for this.

I don't agree that this is a bug (or at worst, it's a grey area with minimal user impact).

The animation looks quite tacky, and isn’t really needed as an attention grabber, because this control follows Google Chrome’s in its positioning inside the browser’s UI, so it’s already familiar for many users.
Besides, it quickly becomes annoying and tiresome as you repeatedly use zooming. Why can’t it just fade in?

I think the animation effect can be more gentle, such as a movement of gradient (like a river) or something else, although it may be mistaken as loading progress.

Neither of these comments is what this bug was about. Feel free to file a new bug.

I have never found it since being used the Beyond Australis. If I look at it and use the zoom many times, I feel some discomfort due to its abrupt, fast movement.

It should be more easier to find and comfortable, such as a translucent overlay at the content area or corner.
Dolske required a new bug, if you care about that issue you should file that new bug.
