STR_1:
1. Open devtools -> inspector, disable split console
2. Switch to console tab in devtools, type "asdf" in console, press Enter
3. Click "split console" button in devtools toolbar to keep console visible
4. Switch to inspector tab

AR:  Step 3 - no visible action
ER:  Step 3 - "split console" button should toggle to allow me to sitch to inspector tab
     and still see console messages and everything I typed in console

the split console button is not displayed when the console tab is focused, so STR from Comment 0 can't be reproduced.
