STR_1:
1. Open Options -> Privacy, set "Nightly will:" to "Use custom settings for history"
2. Click "Exceptions...", add exception to block all cookies from https://accounts.google.com
3. Reload the page

AR:
 UI is misleading. "Nightly will:" is set to "Remember history". Text below says
 "Nightly will ... keep cookies from websites you visit". Buttons and checkboxes are hidden.
ER:  UI shouldn't lie. It should indicate that I'm using not default settings for cookies.
 X) For example, it can say "keep some cookies" instead of "keep cookies"
 Y) Or display a button "You may want to edit cookies exceptions" to avoid misunderstanding.
 Z) Or preserve my carefully chosen option "Use custom settings for history" and display all
    checkboxes and buttons, because I will most likely want to add more exceptions in future.

Hi Arni,

I tested this issue on Windows 7 x86 with FF Nightly 53.0a1 and could not reproduce it. The bug is reproducible on FF Nightly 50.0a1, 51.0a1 and 52.0a1.

Please download the Firefox Nightly from here: https://nightly.mozilla.org/ and retest the problem.

Tested this issue on Win 7 x86 and could reproduce it on FF latest release 51.0.1 and FF latest beta 	52.0b3. 
The issue is not reproducible on Firefox latest Nightly 54.0a1 or Firefox latest Aurora 53.0a2.

This is not a regression since I can reproduce it since FF 4.0.

According to mozregression, it looks like bug 552434 resolved this.

Clear a needinfo that is pending on an inactive user.
