STR_1:
1. Open https://docs.google.com/spreadsheets/d/1gqP5_MbUazE5k7NedFDzsvouJoBH8TTiDk_DLKgHlvk/edit#gid=0
2. Scroll content on that page so that the 4th raw in the table was the first visible raw
3. Hover mouse over scrollbar at the right side, hold middle mouse button to start autoscrolling
4. Move mouse to the bottom by ~40px

AR:
 Step 4 - content on the page first moves to the bottom a bit (Google Docs thinks I'm dragging
 scrollbar thumb), then teleports back to the 4th raw, then starts slowly moving to the bottom.

ER:  No twitching on the page, i.e. either X or Y.  X is better
 X) Autoscrolling should be allowed when it starts over scrollbar, and content on the page
    shouldn't move as mouse above autoscroll circle
 Y) Autoscrolling shouldn't be allowed, and scrollbar thumb should follow mouse pointer
