about:config doesn't allow to click/drag scrollbar on the rightmost pixel (Fitt's law)

0. Maximize Firefox window
1. Open about:config, click "I accept the risk!"
2. Hover mouse over scrollbar thumb, t hen move mouse horizontally to the right side of the screen
3. Hold left mouse button
4. Hover mouse over the rightmost pixel on the screen, then try to scroll by dragging scrollbar thumb

AR:  No visible action, because <tree> element on the page has border-right-width: 1px
ER:  It should be bossible to scroll in described way

Notes:
1) The right component is "Firefox :: Theme" or "Toolkit :: Theme"
2) Because in the past it was obvious that devs don't want user to scroll in described way (there was 5px indent), but now that scrollbar looks like a normal scrollbar on a webpage (1px black border is almost not noticeable), therefore it should allow to scroll in the same way

I was able to reproduce the issue on the latest Firefox Release (51.0.1) and on the latest Nightly (54.0a1).
