Open bug 1229773 (or probably even this bug) 3. Hold Ctrl key 4. Rotate mouse wheel up 2 times with an interval of 3 seconds AR: Each time zoom level is increased using mouse wheel, horizontal scrollbar briefly appears ER: Horizontal scrollbar should only appear if the page is scrollable Note: On the screencast you can see how "Save changes" button changes its position faster than the rest of content. I think this is what's causing horizontal scrollbar, given that it's not reproducible when I'm not logged in on Bugzilla.

I agree that the mis-positioning of the "Save changes" button appears to be causing the scrollbar to appear, based on the video you attached. That would indicate a layout bug, moving to that component.

I'm guessing this is because we interrupt a long running layout before it's finished and paint.
