0. Put some bookmark directly to bookmarks menu
1. Open bookmarks panel
2. Start dragging bookmar from Step 0 to any folder button in bookmarks panel

AR:  Step 2 - new popup menu appears with items from the folder. Popup menu appears above drag preview
ER:  Step 2 - preview of dragging item should be displayed above popup menu opened

I can't reproduce it on Windows 10 x64bit on the latest Firefox release 51.0.1, on the latest Nightly 54.0a1 and on Nightly 49.0a1.
