[e10s] Page isn't focused if I drag tab in another window (scrolling page with PageUp/PageDown doesn't work)

STR_1:
1. Open  data:text/html,<style>body{height:10000px}  in a new tab
2. Drag-n-drop that tab to the center of content area to open it in separate window
3. Press PageDown key once
4.(bonus) Click on the page, then press PageDown key once

AR:  Step 3: no visible action, as the page isn't focused [bad]    Step 4: page scrolls down [good]
ER:  In Step 3 page should scroll down, just like in non-e10s mode

This is regression from bug 1262946. Regression range:
