Settings > Privacy *Telemetry *Mozilla Location Service *Firefox Aurora Health Report all need additional options: [x]only send over Wi-Fi. Else the user fears you will waste his data allowance sending over cellular and thus will opt-out. You already give such choice in Advanced > Data Saver: Show Images.

In Bug 802749, we're doing similar work for Sync - except the approach there is to add ability to disable sync over metered connections, which might include some WiFi networks. FWIW, this should be a pretty simple task for Java-based telemetry (core and sync pings), but most of our telemetry is handled by Gecko.
