I followed these steps in Firefox 53.0.3 and got at document with two images in it, and they seem fine. What was the failure you saw?

Bugzilla had an internal error when I changed the whiteboard field of a bunch of bugs but apparently it did what I wanted ... except putting my comment 3 times.
