In android test jobs, if the emulator fails to start 5 times, the job is abandoned and marked as a retry, and the job restarted. We expect that to happen infrequently. Lately it seems to be happening more, especially for Android x86. Checking the screenshots for some of those jobs, I see a dialog box saying "Thanks for using the Android SDK" instead of the emulator. It seems to be a semi-random query to opt in to Google usage statistics. https://treeherder.mozilla.org/#/jobs?repo=mozilla-inbound&revision=70b6cd2dc27f959c199ac094171977de85d8b704&filter-searchStr=android%20x86&filter-resultStatus=testfailed&filter-resultStatus=busted&filter-resultStatus=exception&filter-resultStatus=retry&filter-resultStatus=usercancel&filter-resultStatus=running&filter-resultStatus=pending&filter-resultStatus=runnable&selectedJob=74373122 https://public-artifacts.taskcluster.net/K3roFYAtT7KYHeyDrHkvag/0/public/test_info//emulator-startup-screenshot-HCrlv8.png

~/.android/emu-update-last-check.ini may be part of the issue.
https://issues.jenkins-ci.org/browse/JENKINS-21280 suggests ~/.android/ddms.cfg controls the prompt, which is consistent with my local testing.
