Steps to reproduce:
using a Surface Pro 4 tablet, I would say about 1/12 times I tap on the URL bar (using my finger on the touch screen), the on-screen keyboard doesn't pop up. I'm not using tablet mode, the physical keyboard is not attached to the device and also, I have that "Show the touch keyboard when not in tablet mode and there's no keyboard attached" set to "On"

Shell integration isn't responsible for touch or the location bar. Moving to location bar but this might be a Core -> Widget Win32 bug.
