2. Open Netmonitor with vertical mode
3. Go to any sites
4. Select any rows

Details panel does not expand and also cannot move splitter.

Details panel should expand and can move splitter.

Thanks for reporting this. I've confirmed the issue was introduced accidentally, but it will be fixed in bug 1309183.
