I had originally added WrScrollFrameStackingContextGenerator so that we got proper stacking contexts created in webrender for each scrollable frame. This allowed us to get a hacky APZ implementation stood up. However the APZ thing has since been disabled and the webrender-side API has changed significantly that we should throw out this code and rewrite it to work with the new webrender API.
(Note that bug 1335799 comments out some of the code, this is the follow-up to clean it up properly)
WrScrollFrameStackingContextGenerator was removed in bug 1345975.
