I'm going to steal this bug over to the WebRender component since pretty much all of these failures recently are on linux64-qr which is webrender-enabled.

this started failing again in the last week on win7[-stylo] debug for mochitest-media-e10s jobs. if this picks up the failure rate I will ask for some work on it.
