- Reproducible on Firefox 51.0.1 with dom.w3c_touch_events.enabled set to 2

[Steps to reproduce]:
1. Open https://bugzilla.mozilla.org/attachment.cgi?id=8425744
2. Scroll over the dark circle with finger or pen/stylus

[Expected result]:
- The white ball is rotating

[Actual result]:
- The entire page scrolls

[Regression range]:
- Regressed by bug 1180706
This is intentional. The test case has a wheel listener, so when touch support is turned on it will no longer file the wheel events and the white ball will not rotate.
