In the current implementation, there is no reason for a user to create multiple
address books. Other than visually grouping cards together, an address book
has no purpose and having more than one address book provides no advantages.
Adding the ability to auto create a filter based on inclusion in the address
book can make having multiple address books advantageous because each address
book has a purpose.
This could be implemented in a very user-friendly way by adding a toolbar at
the top of the address book that presents the "Perform this action" section of
the filter creation dialog:

where Main Action could be "Move to Folder", "Delete", "Label", or etc. and
Sub Action would change to accommodate Main Action (Folder list, label list,
or etc.)
The appropriate filter could then be auto generated.

If I understand your proposal correctly, this would create one filter for each
person who is in the address book at the moment that you do the auto-create.
I would prefer a filter condition "sender is in <specified> address book". For
example,
if sender is in Friends address book
move message to Friends folder
Then, if I made a new friend, I would only have to add my new pal to the Friends
address book and their messages would get put into the Friends folder without me
having to do anything more.
Eudora has a filter condition "intersects nickname" (=is in "group alias"/
"personal distribution list") that I use *all* the time. Unfortunately, when
someone new comes along, I have to not only add them to the right address book
but also add them to the right group alias. Pain in butt.
Outlook 2002 has exactly this filter condition, and it's niiiiice.

My proposal is exactly the feature you described: One filter that acts upon any
address that is within the address book. (Preferably, the filter would match
against the primary and additional email addresses of each card.)

Right! This RFE was inspired by my desire to do exactly this.

Sorry for the spam. I just wanted to clearify that this RFE is for the
auto-creation/modification of such filters.
The "sender is in <specified> address book" filter condition is requested in bug
34340 on which this bug depends.

if i read this correct (which is dang hard to do) the function already exists.

Let me preface this with a note that I am no longer a Thunderbird user so feel free to ignore this request and close the bug. That said, here is the 20 word description:
Provide UI for the setting of a "sender is in <specified> address book" filter in the Address Book window's chrome.
