Nevin - since we started planning this we were able to move Firefox language packs to use WebExtensions architecture and support l20n. I think it becomes a better option over DLC, to just allow Fennec to install the new language packs and then make Fennec able to auto-install langpacks from AMO when user selects a language in the UI. To build new langpack, you just need to: 1) ./mach build 2) ./mach build langpack-de and in objdir/dist/platform/xpi you should get a ready to use .xpi file with the langpack. I'm not sure if it'll work on Fennec out of the box, but I'd like to see us get to the point where langpacks work in Fennec and are used to get us the toolkit l10n resources for selected languages. Let me know if you think you'd be interested in working on it with me!

:nchen - I believe it's ok to close this bug now. With the progress Nick made in bug 1413240, I believe the route forward is through langpacks, rather than DLC.
