Steps to Reproduce:
1. Go to Finder
2. Grab a file (doesn't seem to matter what file)
3. drag across a folder in your personal toolbar
Actual Results: Folder menu pops open and stays open
Expected Results: folder should not open, or at very least it should close
again after the dragged file has passed by
I see the same problem using windows 98 build 2002040203. Dragging any
file/folder or bookmark icon from url bar over folders on the personal toolbar
pops these folders up. It's extremely annoying when you have alot of folders on
your personal toolbar. You have to click each folder to close them. I agree that
with the reporter that the folders should close after pass by them.

As per j's comment, I'm changing the plaform to "All"

Yes I have this samething happen on Mac OS X "BUILD ID: 2002040303" If you load
up a page any web page say google and you want to put it into a folder on your
personal toolbar, if you drag the link over say 2 or 3 folders on your personal
tool bar those folders will open up and stay open until you click on the folder
names on the personal tool bar to close them.

I think there should be a short delay before opening the menu, so that simply
passing over the folder while dragging doesn't open the folder.

I don't think this bug is a dupe of bug 133601.
Reporter: folders open in the personal toolbar so that files, URL can be bookmarked.
So do you want to delay the opening of the menus? (springloaded folders)

I'd say
1. give it a small delay; as you already mentioned, springloaded folders
behaviour would be good here.
2. (and this one's much more important) close them again after they're left. Do
this:
1. Make sure you have multiple folders in Personal Toolbar's root.
Drag the urlbar icon over multiple folders. Notice how all the menus open - on
top of each other! (i.e. they don't close after a new one is open!) And even
worse: Either press ESC or move the icon somewhere on the taskbar or so, where
the drag and drop action gets cancelled. Note that the menus are *still* open.
Even after 5 minutes. You can hardly do anything in this moz window instance
until you close them again, one by one.
