Custom Install over previous installation shows components on wrong pages

Details
Steps to reproduce:
1. Do a clean installation - recommended or full
2. Launch and use etc
3. Run a second install to same directory as step 1, this time choosing custom
install
actual results: first screen of custom components shows all required components
for that installation, second screen shows components that may be added.
expected results: first screen showing Netscape components, second screen
showing all 3rd party components

The netscape install is using this functionality, but the code to implement this
is in the Mozilla installer. Some day Mozilla may come packaged with the "Best
of MozDev" or something and want to take advantage of this second screen.

Seamonkey and Firefox are using a new NSIS based installer. resolving this old bug, please reopen if you still get this with the new installer
