Details
When the Format of a mail message is changed, have the checkmark move in the
drop-down to show the change. Also, if switching from HTML to Plain Text,
hide the formatting bar and use the plain text editor. If switching to HTML
or multipart/alternative from Plain Text, show the formatting bar and switch
to the HTML editor.

Works for me on Windows XP, not Mac OS X.

As of 1.6, in the HTML compose window, Options|Format|Plain Text Only will hide
the format toolbar and the Insert and Format menus, but the editor is still the
HTML editor (proportional font). The Options|Format menu is correctly updated,
but that submenu is primarily for selecting the outgoing mail format.
There is still no equivalent to switch from the plain editor to HTML.
Duping this to the later bug only because that one has votes and discussion.
