Nit bug follow up bug 1353853.
It would be better if we only observer this pref change with format : "browser.safebrowsing.provider.xxxxx.lists"
Reading preference and updating provider map with ""browser.safebrowsing." would be redundant, particularly lastupdatetime and nextupdatetime
