I have a problem with Firefox Beta 53. It also happens in Nightly 55.
Sometimes sound is briefly audible in a muted tab with Flash. There're 2 ways to reproduce it:
First:
1. Open new tab.
2. Mute the tab.
3. Open http://dagobah.net/flash/spinners.swf in that tab.
Result: sound is briefly audible.
Expected: no sound.
Second:
1. Open http://dagobah.net/flash/spinners.swf
2. Mute tab once it produces sound.
3. Ctrl+Shift+Click on reload button in location bar five times.
Result: Each opened background tab briefly produces sound.
Expected: No sound from background tabs.

It's impossible to do that, new tab have no sound to mute.

Right-click on the tab. Click "Mute tab".
This isn't an HTML video issue.

I managed to reproduce this issue by following this steps:
1. Access the following link: http://www.addictinggames.com/action-games/severe-road-game.jsp
2. Start a new game.
3. Mute the tab.
Actual Result: Sound can be heard for a couple of seconds after muting the tab.
Expected Result: No sound is heard as soon as the tab was muted.
This issue was reproduce on the following flash versions:
27.0.0.187
28.0.0.126
28.0.0.129 Beta

The issue can also be reproduced on Windows 7:
Nightly 65.0a1 (2018-10-31) (32-bit)
Beta 64.0b5 (32-bit)
63.0 (32-bit)
1. Go to the following link: http://abeall.com/#/artist
2. Allow Flash Player
3. After the music starts mute the tab
Actual: The sound will not be muted.
Please note that I can reproduce this issue only on x32 bits Firefox versions. On x64 it works as expected.

The issue is present on Nightly 66.0a1 (20190107214730) also, reproduced with the above steps on Win8 x32.

Tested this issue on Windows 7 x64 on latest Nightly 68.0a1 (7th of May 2019) but without success - cannot reproduce it.

Tested this issue on Mac OS X 10.13.6 on the latest Nightly 69.0a1 (27 of May 2019)- cannot reproduce it.

Resolving as wont fix, plugin support deprecated in Firefox 85.
