According to the comment[1], we would like to set the below about:config flag to enable/disable UI animations.

According to the design spec[1], this bug is not included in release 55 scope. Let's change the target. What do you think?

I'm adding bug #1237654 as depended on this one,
because if there will be GUI option to disable animations,
more users will experience black or white blinks and flashes when switching or closing tabs,
and it's really bad for eyes.
