If a new user installs Firefox 56, they should get our new user tour (notifications and overlay). It's possible that the user will not have completed that tour by the time Firefox 57 is released. It's also likely that some of the content of the new user tour in Firefox 57 will be different than that in Firefox 56.

In that case we should:
* Completely replace the Firefox 56 tour with the Firefox 57 tour.
* Any items in the Firefox 57 tour that were the same in the 56 tour and completed by the user should still be marked complete.

The user should NOT receive the updating user tour.

After further thought and consultation, we've decided to change this interaction. 

If a new user installs Firefox 56 and does not finish the new user tour before updating to Firefox 57, we should replace the new user tour with the updating user tour.

* Any items in the updating tour that were in the new user tour form and already completed by the user should still be marked complete.

So in our case of going from the new user tour in 56 to the update tour in 57 the only two items in common are:
* Customize
* Firefox Sync

If the user has completed these items in the 56 new user tour when we switch them to the 57 update tour, these items should be marked as complete.
