As part of dawn, we've stopped doing l10n work on releases/l10n/mozilla-aurora, and moved the bulk of our l10n work to l10n-central. https://dxr.mozilla.org/hgcustom_version-control-tools/source/ansible/hgmo-new-l10n-channel.yml and https://dxr.mozilla.org/hgcustom_version-control-tools/source/scripts/new-channel-l10n-repo are referencing aurora, and also encode that we shouldn't create l10n-central repos. We need to switch that out. Tracking on dawn bug 1353821.
