Follow up to Bug 1363327.
I would like to land the dynamic registration of about:debugging ASAP so splitting the rest of work (which depends on UI/UX decisions) to this new bug.

The goal here is to modify the about:debugging registration code in order to load a different page when DevTools are not installed and call the UI shim.
