preferences panel should remember outliner state

Details
This has been driving me crazy for years -- the preferences outliner should
remember the last state it was in, during this session. That is, if I opened
preferences, and opened the "advanced" subsection, the next time I come back,
the "advanced" subsection should still be open.
Bonus points if the last *page* I had opened is also opened by default.
