gfxPlatformFontList::InitOtherFamilyNames() seems to time out almost always

The loop in gfxPlatformFontList::InitOtherFamilyNames() has a timeout of 200ms. It also reports telemetry for the time that this loop takes in the real world. The data from that telemetry is here: https://mzl.la/2rdmK2F The reported median time is 194.79ms, which looks a lot like we're hitting this timeout all the time in practice. When does this code run? During startup, or asynchronously? Does it run on the parent process or just in the content process? Can we give it a shorter timeout, and slice up the work it does? It currently doesn't seem to have a way to continue the loop after a timeout. Could we use the idle queue for this work?

IIUC, this shouldn't be happening in the startup path, it would be in response to a web page requesting a font by localized name, before the (delayed, async) font info loader has completed. In that case, the code here will kick in to try and load the localized font names in order to support the font lookup. It has a timeout because that can sometimes be slow, but if it hits the timeout, then it will continue next time such a request happens (or in any case, the delayed font loader will eventually fill things in anyhow). So AFAICT this is unlikely to be happening in the chrome process in most cases, as chrome is unlikely to be requesting fonts via their localized names; it's probably a content-process thing. But I don't think we currently have telemetry to show that for sure. What might be most interesting here would be to see if we can rework the whole async font loader thing to work on the idle queue, instead of (as it currently does) at a specific interval after startup; ideally, by using idle we might be able to get it to complete more quickly in most cases, at the same time as avoiding contention with more important work in the case where startup is slow and expensive for other reasons.

I still can't find a example to reach the call gfxPlatformFontList::InitOtherFamilyNames(). Is this call running at main thread? The gfxPlatformFontList inherits from gfxFontInfoLoader[1]. And gfxFontInfoLoader has the ability for off-main-thread font loading. But if the font loading is already off-main, we could skip this task.

InitOtherFamilyNames() may be called from gfxPlatformFontList::FindAndAddFamilies[1] if a non-ASCII font-family name (e.g. a localized Japanese font name) is used in CSS. If we encounter a non-ASCII font-family name early in the session (e.g. when restoring the current tab from the user's previous session), the off-main-thread loader probably won't have done its work yet and so we'll hit this code path. Add a boolean value in FindFamily() to check if gecko needs to defer the InitOtherFamilyNames() task into idle queue. Add a new telemetry data FONTLIST_INITOTHERFAMILYNAMES_NO_DEFERRING for the execution time of InitOtherFamilyNames() running regularly at main thread instead of in idle queue.
