For fingerprinting resistance, we want to open popups in new tabs for preventing any chance that opens a maximized window and get users' resolution. We like to provide the same behavior as 'browser.link.open_newwindow.restriction' = 0.

Per discussion with Arthur, this doesn't fit in the category of fingerprinting resistance very well. It's more like a prevention of misuse for users to not reveal their window size for Firefox. And Firefox rounds the window parameters and pop-up windows as well when fingerprinting resistance is enabled, so the reason for taking this as a part of fingerprinting resistance is gone.
