In bug 1330159 mattw got browserAction working on Android. It's done by inserting a menu item into the Android menu. That was quite common for legacy add-ons on Android so this keeps the functionality the same.
Ideally though, we'd like to make that be an icon. This bug is a tracking bug for the UX work needed to do that.

This is now not the responsibility of Gecko anymore, since we hand off everything (including the icon) to the app in GeckoView.
