In bug 1330159 mattw got browserAction working on Android. It's done by inserting a menu item into the Android menu. That was quite common for legacy add-ons on Android so this keeps the functionality the same. Ideally though, we'd like to make that be an icon. This bug is a tracking bug for the UX work needed to do that.
