This fail seems to be related to ANGLE, I got the console message below. 「Error: WebGL warning: Implementation bug, please file at https://bugzilla.mozilla.org/! copyTexSubImage2D: ANGLE is particular about CopyTexSubImage formats matching exactly.」
Testing it with Gecko + ANGLE3118 will result in crash.

This seems tricky:
FAIL getError expected: NO_ERROR. Was OUT_OF_MEMORY : colorBufferFormat: RGB5_A1 internalFormat: RGBA target: TEXTURE_2D

The test is basically:

bindTexture(A)
texImage2D(RGBA, RGBA, UNSIGNED_SHORT_5551)
framebufferTexture2D()

bindTexture(B)
texImage2D(RGBA, RGBA, UNSIGNED_BYTE)
copyTexSubImage2D()

ANGLE rejects this glCopyTexSubImage, because we always (I think) call glTexImage with sized formats, and
glCopyTexImage, when called with a sized internalFormat, requires the effective internal formats of the source and destination to both match.
