I'm pretty sure this is a dupe. He is describing the problem where the preference dialog is too small to fit the contents so it looks like the bottom of the panel is cut off.

there could be few problems: The reporter use a different font size,the localstore.rdf is corrupt,different locale (language pack) with very long strings or a bad Theme.
