I've finally found some time to investigate this and I'm trying to reproduce the problem locally. One issue I'm having is that I have been unable to force mach to print out times for all the log entries. I.e. if I run the tests with:
./mach marionette-test -v -v --gecko-log- --headless testing/marionette/harness/marionette_harness/tests/unit/test_crash.py
I get the marionette output prefixed with times but the gecko output with no times making it hard to gauge how long a certain step took. Output looks like this:

? That part doesn't come from marionette or mozbase. It's logged by Firefox which might be configurable to get prefixed by a timestamp when using export MOZ_LOG=timestamp,...

Yeah but it's not going through MOZ_LOG unfortunately, we have far too many ways to print out stuff from Gecko. I found an external solution by piping all the output from mach into the 'ts -s' command which prints 00:00:00-based timestamps in front of everything so it's easy to gauge the relative lengths.
BTW while testing I've already encountered one of this issue locally so there's hope I'll be able to figure it out without retriggering stuff dozens of times on try.

Last failure on central is from 3 months ago, and so far only the esr60 branch seems to be affected. Given that this might not get a fix, and I don't know which actually fixed that particular bug on Windows I'm going to mark this as WFM.
