When the Help window is opened, all attempts to open the Preferences window fails silently. Reproducible: Always Steps to Reproduce: 1. Choose "Help->Help Contents". The Help window is displayed. 2. Choose "Mozzilla->Preferences...". Nothing happens. Actual Results: Nothing happens. Expected Results: The Preferences window should open.

I can confirm this behavior on Mac OS X build 2002041108. If the preferences menu item should be disabled for some reason when the help window is open, it should be greyed out (as it is when the history window is open).

Confirming behaviour on MacOS X build 2002040208. Prefs opens unless the help window is open and the topmost window. This is so similar to the behaviour reported in bug 131462 (which I have just confirmed) with the download window that I suspect the same underlying fault.
