Emilio, here's a case where an element's content state does change during restyle processing. Can we loosen the assertion usefully?

I'd say no... I haven't been able to repro on autoland, though it seems from the stack we're changing the directionality of the element from just-created anonymous content...
With further investigation, it looks like a dupe of bug 1377826.
