In bug 1363361, I disabled browser_windowopen_reflows.js for Windows 8 x64 because of a permanent failure.
We should figure this out and re-enable the test.
See attachment for the screenshot that's captured during the test failure. I wonder if the withReflowObserver helper is somehow breaking the window and preventing it from painting properly - but I'm really not sure how.
