--with-system-nspr is incompatible with --enable-stylo when the nspr headers aren't in the normal compiler search path. We need to propagate NSPR_CFLAGS to BINDGEN_CFLAGS in configure. Along with any other include paths added by similar options. See https://github.com/servo/servo/issues/17869#issuecomment-318122322

Fwiw, hit this issue when building tb 56.0b1 which enables stylo by default.
