This is actually a different bug, I think. When a Scheduled Changes page loads we attempt to load the User's Roles, but we don't handle the 404 case properly. If we handle that properly the page would load but you wouldn't be able to Signoff (because you have no Roles).
As far as I know, cases where you don't have permission to do something will show an error at the bottom of the modal window like "X is not allowed to modify Rules for product Y".
