This will mostly be work in treeherder I expect/hope.
Will this be required to use actions on BBB tasks and have them cot verifyable?

a) I currently don't see a need to cot verify any BBB tasks, but thanks for checking! b) With bug 1397552, we'll likely have BBB tasks depending on other tasks in the full graph, and we can add those later as a graph 2... I think it might Just Work if we add other BBB tasks to the full graph and add-new-tasks or other actions.

It will be required for bbb with action tasks. This is actually part of the big review I have out now though, so it should be done soon.
