To Replicate: Using mozilla 1.0RC1, click an item on the menubar, without moving mouse after clicking the item. Upon clicking, the 'raised' state of the menu item changes to the normal state. To get the 'pressed' state, the mouse must be moved within the menubar.
I don't quite understand what you are saying ... Can you rephrase your description?
I think Rob means something like this: 1) Hover over the "File" menu. See it become outset 2) Click. Watch it become inset. 3) Click again. Watch it become normal. 4) Click repeatedly, "File" stays normal. 5) Move mouse. "File" becomes inset or outset depending on whether the menu is open. Rob, is this correct?
Sorry about my bad explanation. Its more like: 1) Hover over the "File" menu. See it become outset 2) Click. See it become neither inset or outset (the most common state... don't know name), and see the menu drop properly. 3) Move mouse. "File" becomes inset. I would take screenshots, but KSnapshot doesn't like it for some reason.
Yeah. It's the behaviour that Boris described. (Your directions are not quite right in that if you click right after moving to the menu, the menu will be inset. You need to go to a different menu then move back and click to get into the 'normal' state)

Not sure. Can you see this one? (you seem to have no luck with the other....)
Yes, I can see it. And as far as I can tell from the description, it's the same. *** This bug has been marked as a duplicate of 130999 ***
