Should spawn new MacOS X window if none, when activated

Details
From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Macintosh; U; PPC Mac OS X; en-US; rv:1.0rc1)
Gecko/20020417
BuildID: 2002041712
When Mozilla is activated (e.g., by clicking on its icon if it's already
running) it should create a new window, as when launched, if there is no window
open. This is standard MacOS X behavior, though it's easy to miss since it's
NOT standard Classic MacOS behavior.
Reproducible: Always
Steps to Reproduce:
1.Launch Mozilla.
2.Close all windows.
3.Switch to another application, without quitting Mozilla.
4.Return to Mozilla, perhaps by clicking on the icon in the dock.
Actual Results: No new window was spawned.
Expected Results: New window should have been spawned, just as if it had been
quit and relaunched.
I can provide more information on this if necessary--I think an activated
application gets an AppleEvent. Email me at chally@mac.com if you want me to
dig up and provide more info.
