In Edit|Preferences|Advanced|Mouse wheel, the "Ctrl+Mouse wheel" combination should default to option "Make the text larger or smaller". Current default setting (scrolling the text) is useless, because it can be achieved without any modifier. Also note, that my suggestion is standard in MSIE and Microsoft Office and some other programs work in this way too.
